Cryptographic services bugged?

I recently posted this and it was taken down. I have a laptop with windows 98se unofficial sp3, and I had a registry hiccup, and upon reinstalling directx 9.0c I got an error saying cryptographic services are disabled. How to I enable it again?

registry problems = reinstall Windows. Especially with unofficial patches.

Step 1: Obtain a legal Windows 98se installation CD

Step 2: Reinstall Windows 98se

Step 3: Ask yourself exactly why you are running a 20 year old, completely unsupported OS in the first place. (This should actually be step 1)
