Crysis 3 lag - 10-50 fps.- Help.

Hello, I've finally built my first computer but I'm having problems running crysis 3. Out of all of the games that I have crysis is the only one that has given me problems. When I play crysis 3 the fps are not stable and they go up and down drastically from 50 fps all the way down to 10 and there are occasional one second freezes of the game. I am running the game on very high with anti-aliasing disabled, however I have lower the settings down to medium but it is still does the same thing just at a maximum of 60 fps. This is my setup:

MO: Asus ROG Maximus VII hero
CPU: i7-4790k
GPU: R9 290 XFX OC
RAM: 16 GB Hyperx Fury 1833
PSU: Rosewill Valens 700m

I am running the game of an sdd, so that is not the problem. I have also tried the game while overclocking my CPU and GPU and still the same problem.

Any ideas?

I feel stupid for this but I found the solution. My power options were set to savings. My graphics card was not getting enough power. That was it.
