Crysis 3 performance issue on i7 8700

My System Specs

- i7 8700(non K version)
- 16GB RAM
- Zotac GTX 1080 Mini

I am running crysis 3 with the resolution of 1080p with every setting at VERY HIGH,Anti Aliasing set to FXAA,anisotropic filtering at 16x,with LENS FLARE turned ON and Motion Blur set to MEDIUM.I am unable to get a steady FPS of 60.In some areas it is going all the way down to 35 FPS.Is this normal??? If not what is wrong here???

GPU usage isn't crossing 55% and
CPU usage isn't crossing 45%

It might be a game issue, are your drivers up to date?

No, an SSD should be better than an HDD.

Well,GPU drivers are up to date.Not sure about others.What are the other driver updates I should check and how to do it?

GPU drivers should be the only one. Could be an issue with Crysis, can you do a re-installation?
