I run cs 1.6 on my newly built pc with i5 4440 (3.1 Ghz) and its integrated graphics intel hd graphics 4600. I keep my resolution at 1600x900 and all high settings..I get 100 fps constant. But in smoke I drops to 50 fps. Is my processor defective? Looking forward. Thank U. :)

Solution
Yes your core usage is normal, because it is an old game is not optimized for multi-core processors, so it using what he knows which is just one core.
Ok..but I thought hd graphics 4600 is more than enough to run cs 1.6 . It is also to note that in game my core 0 usage is around 80-85% , and Core 1, Core2, Core 3 are all around 20% i.e total cpu usage is around 30% . I know this is a pretty old game...so is that cpu usage normal specially for core 0 in my new rig? Thank U.

Honestly I would recommend an R9 380 or 280X over the GTX 960. Usually cheaper or similarly priced and will give you better performance on average. If you can't find one, however, the Gigabyte G1 GTX 960 will be fine. Neither will bottleneck with that CPU, just make sure you have an appropriate PSU to handle either card.

Well now the most performance for money has AMD, the most eficient and power friendly is nvidia but a bit more expensive, now is your choice. How you can see in my signature i dont care about power consumption, i just wanted maximum performance for money, if you go with amd too be carefull to have a decent power supply for your card.

Sorry for harassing you guys again.. Tonight I played cs 1.6 on my friend's 4 year old laptop with i5 3210m (dual core) processor and his cpu core 0 and 1 usage was around 40%. Though he has 4 threads (2 for each core). My cpu is quad core with single thread for each core....now my query is that my core 0 is always at 80-85% in game and other cores at 20% while his old lappy has both core settled at 40%....does it sound absurd??? I thought that my new cpu will be far more faster than that of his dual core mobile one.:??:

Okk...so you r telling thats normal for my cpu :)I also tested my CPU with Intel Processor Diagnostic tool and it passed. My CPU subscore in Windows Experience Index is also 7.5. So I hope that my new i5 is working fine and is upto the mark .

Yes it is dont worry
