CS:GO - Consistently Unsmooth Frames, But Only on 1024x768

Hi all, my preferred display in CS:GO is 4:3 1024x768. However, I get a stuttery, nonfluid response with input lag on this res. I instead play on 1152x864, where I have no problems at all, just like any other res. Here are my specs:

Win 7 Ultimate 64
GTX 950
Haswell i5 4460 - 3.20 GHz
Gigabyte H97M-HD3
ASUS VH202 60 Hz, DVI

EDIT: This problem occurs on both stretched and BB.
