Question CS:GO fps drops when streaming/recording

I built my own pc a few months ago, it has windows 10, a ryzen 3600x cpu, and rx 5700xt, 16gb ddr-3200 ram, and an x570 motherboard. When I play on cs go with the highest settings, I get somewhere around 200-300 fps. When I check In task manager while I’m running cs go it shows that it’s only using a very small amount of my gpu cpu and ram. When I open obs my fps significantly and I sometimes lag even though it still only says that I’m using very little of my gpu and cpu. What should I do to fix this?

It’s not just streaming, it’s recording and just even having obs open
