CS:GO FPS problem

Hello,
I'm having problems with cs:go. I'm running a rig with gtx 970 gigabyte g1 gaming, i5 4690, 16 gigs of ram and my game is installed on an intel SSD - dual monitor setup, both 1080p and one 144hz.
The problem is that with fps_max 0, I got around 200 fps on a deathmatch server full of bots. Also, if I turn Vsync to adaptive in nvidia control panel, it feels WAY smoother than without it, even if I manage to get like 300 fps on offline maps like aim_botz. Mouse just feels weird without Vsync.

I've tried a clean windows install. I put some old drivers, from march when I didn't have any problem, but still nothing. Updates to the last ones - still nothing. I don't have anything excepting the Graphics Driver installed. (I mean from the things nvidia offers - GF Experience, PhysX etc.)
What should I do?

Did this fps drop occur after you did something specific? Like, changing the in game settings or installing something? Since you said that Vsync improves performance, I think it's related to your GPU processing frames a bit different from your monitors refresh rates. Also, your CPU usage is unusually high. Some programs in the background can take a big chunk of processing power.
It's likely that the game slowed down due to such a background process. (Such as installing something big or having an antivirus run a scan while playing the game). You can use the task manager to determine if any unwanted process is open. If this is a problem that's unique to CS GO and does not happen in any other game however, then you should definitely...
