Question CS:GO FPS Problem

I'm a CSGO player and used to have around 200-250 fps on any map (5vs5 gamemode). About 2 weeks ago something happened and my fps dropped to 130-150 and sometimes i get 80-90 (it hurts because i have a 144hz monitor).I really don't know what happened, i reinstalled windows, i tried to use every single fix from youtube videos, i tried to play on a smaller resolution but i still get 130-150 fps.I used to be able to play on primary monitor and watch youtube on the second one but now i cannot do that because of the fps.
PC Specs:
MOBO: Asus H81M-K
CPU: Intel i5 4460 @ 3.2 ghz
GPU: Gigabyte GTX 1050 2GB OC Windforce
RAM: HyperX Savage 12GB 1600 mhz
SSD: Intel E5400S 120GB
CPU Usage while playing is around 80% but sometimes it even goes up to 100% and the temp is around 50-55 C(stock intel cooler). I really think the CPU is the problem. Please help me

What res and aspect ratio you using? Also do you have a custom res?

I'm using 1280x960 4:3 stretched and when I said I'm using smaller resolution to try get more fps i'm talking about 1024x768 4:3 stretched.

Hmm that's weird af. Try some launch commands. And as in the CPU being at 50. You could try reinstalling csgo. Sometimes that could help. I will look into it a bit more.

My launch options: -high -novid -threads 4 -nod3d9ex -processheap +mat_queue_mode 2 -freq 144.
Tommorow i'll buy a new cooler and some cleaning products and also i'll try reinstalling. I'll come with an update tommorow.

Yes i did not want to post after testing for a few days.
So i changed the cpu cooler it was just a poor intel stock cooler and bought a DeepCool Gammax 300.It is pretty cheap and it does the job.I get around 30-35 C while playing and this solved the problem, i have normal fps now 200-250. Apparently the CPU couldn't handle 50-55 C. It's kinda funny i reinstalled windows, i wasted my time searching for fixes on internet and a 20$ cooler solved the problem.
