CS:GO fps will not go up!

I'm looking to get around 200+ stable fps but I only get around 100-120.

I have researched and tried practically everything:
- update drivers
- configure 3d settings in the Nvidia control panel
- the resolution makes no difference
- all low video settings in-game
- unparking cores using Core Parking Manager
- using launch options (-novid -high -threads 6 -nod3d9ex -nojoy -noborder)

Specs:
GPU: NVIDIA GeForce GTX 650
Monitor: LG IPS MONITOR IPS4 SERIES
CPU: AMD FX(tm)-6300 Six-Core Processor ~3.5GHz
RAM: 8GB

Nothing is working! I set the unparking program to 80% usage. CPU temp is around 45C idle and 51C ingame.
It is extremely frustrating because I do believe I have a capable system but my fps is static for the most part.

there are lots of answers i could give you but i'll start at the main one.

your monitor can only display 75fps MAX. even if you found a way for your system to "claim" 200fps, the monitor can't display it anyway. I'd suggest you be happy with your system's performance as your monitor is a bottleneck the rest of your system cannot overcome.
