CS:GO frames stuck at either 30 or 60 fps

I recently updated my windows 10 on 8/25/16 (was on windows 10 before that update) and when i played csgo, my csgo was stuck at 60 fps, i uninstalled then reinstalled gpu drivers and csgo. Once in a while when i open the game, my computer freezes and i have to force restart my computer. I even tried to go back to an erlier build of Windows and that didnt help. I normally run cs on ~100 fps. I checked the fpsmax and its at 300, the highest it can go. I have an i7-5500u, GT 840M, 16 gb of ram. (Levono Z70-80 laptop)

You have vsync or framerate lock enabled in the nvidia control panel or game. Just disable it

i dont have v sync enabled, i dont know where the framelock in the nvidia control panel is.
