CS:GO Freezing/Time Out

Hey guys,
My cs:go has worked flawlessly for the last 3 years but after the "Reintroducing Train" patch in early December, I've been dealing with a freeze/timing out issue. I join a server for 1-5 minutes before it strikes, and I start to run in place. I can still hear people talk on mic but everyone else is frozen as well, as you can see in this video. I've tried to verify files, uninstall/re-install (including deleting all related files after uninstalling through steam), disabling all background problems (I've tried steam support and ALL their recommended steps to no avail, with my steam ticket eventually being dropped after 3 months of no success), tried tons of start up options and launch setting, disabling firewall, updating all drivers, uninstalling and deleting registries on CCleaner, etc you name it. I've also searched far and wide on the internet and I have not found ANY similar issues that show a resolution.
Most people with a similar issue of being timed out just say it got fixed after an update. It's been 5 months and no update has fixed this issue for me. I just can't see how suddenly on my side there is a problem when I haven't really changed anything. All my other games connected to the internet work fine, including Counter-Strike 1.6 and Counter-Strike: Source. Any help would be so great - I have not been able to play the game for so long!

Any other ideas? This feels so hopeless...
