CS GO lagging in Ubuntu 16.04 LTS and Windows 10

Hello
I have a problem with CS GO. So....I barely changed my Hard Drive with a new one and I installed Ubuntu and Windows 10 (Dual-Boot). Before changing my HDD everything worked fine in Ubuntu but now it lags and I really don't know why! It lags for 4-5 seconds then everything works fine, after 10 seconds it's lagging again......
Specs:
-Lenovo G580 (20150) (Laptop)
-Intel I3
-4 GB RAM DDR 3
-Intel HD Graphics 3000/ NVIDIA 610M
-1 TB HDD, SATA-III, 5400RPM , cache 128MB, 7 mm

I would say that in combination with the slightly out dated hardware and CS not being optimized for Ubuntu is probably whats causing your problem. I recommend going back to only windows or upgrading hardware.

Same thing is happening in Windows 7x64.... I think is because of my CPU cause it goes from 30% at 75%-85% for like 4-6 seconds and after that it goes back to 30%! I unparked my cores (4 cores) and it haves the same problem....
