CS:GO Lagging on Powerful Gaming PC

Hi, Couple month ago, i noticed weird lags on my old gaming pc, like sudden massive ping spikes or just teleportations, after trying everything didn't help, so i stopped playing the game, now after getting brand new gaming pc, i noticed that the lagg still remained, and i have no clue why, as my internet download speed seems to be same, im out of options.
