CS:GO lags with good ping and fps. Discord cutting out etc HELP

So my friend is having an issue and we dont know what it would be, so i wonder if anyone has a fix.

When he plays CS:GO his game will lag with good fps (80-130) and his ping would be 20, but when he plays Minecraft its completely fine.
Also when we talk through Discord, Skype, TS etc I can hear him fine but he has issues hearing others as it cuts out randomly when talking.
We thought it might be his PC, but he recently got a new one and is still is having these issues.

What is his ISP? Extreme packet loss could be a good cause of this. Does he live in a highly populated area? Is his router in good condition?

He said he has an belkin router, he thinks his isp is frontier and he lives in an apartment so yes its populated.
He also stated this " i can only get the internet from my apartment we are not allowed to get our own lines"

That's why then. Apartment internet tends to have issues especially when gaming, and is generally only useful for moderate load uses.

High traffic networks have issues with packet loss, and that's what I assume is going on. The only fix is by talking to the ISP, or in this case, the owners of the apartment.
