Cs Go low cpu usage

Hello,i am experiencing low CPU usage in CS GO and low framerate,also the gpu is always 99%
Why is this happening ?
CPU: Core 2 Quad Q8300 2.5 GHz
GPU: Msi 210 1gb ddr3
RAM: 4GB

That is a good thing. Your GPU is just super weak and needs upgraded. You want CPU usage to be low.

I really think CS:GO is a CPU dependant game,and i have low fps too
What if i will upgrade to a GTX 750 ti ?

Whether it's CPU dependent or not, if no core is at 100% and they're all below, the CPU is not bottlenecking. Any new GPU will help tremendously, even a GT 740 will be a huge improvement.
