CS:GO Ping Spikes on Windows 10

After 5 minutes of playing any csgo match, my ping skyrockets to 180+ and stays that way for a few minutes. It's the most annoying thing and I can't figure out how to fix the issue. I'm playing with Ethernet, reinstalled the game, verified game cache, all with no luck. I usually get 20 ping easily in games, but then it'll go up to 180 and the only fix is disconnecting and reconnecting to the match (and even that is only a temporary fix). I've noticed this is a common problem after doing some research, but nothing other people suggested has worked for me. I'm running Windows 10 btw. If you have had these problems before (with Ethernet) please tell me what you did to fix the issue.

Update the windows to the latest point and then go in services and disable windows update.
Type start, services and look for Windows Update-> Right click properties-> Startup Type-> Manual.

Tried that, same issue. Great ping for 5 minutes then I start getting the spikes.

There is something else then, Run CS:GO or any other game that you own that has online capability, task manager and hit by network usage.
Note. you should run games windowed or Windowed borderless, to give you extra speed in checking.

Ran the game in windowed 720p so I could see the task manager. CS:GO was using about 0.5 mbps (which is next to nothing considering my download speed is well over 200mbps). I don't know if this is low, but the interesting thing was another program. Whenever I started lagging, "AMD User Experience Program Master" would shoot up to 9-12 mbps, then when it fell the lagging appeared to stop. I don't know what this program does, but it seems to pulse between 0 and 12 mbps constantly. Is there a way to disable this? This was the only program drawing and bandwidth while playing, so it has to be the culprit.

You can delete the amd user experience if you cannot disable it. Open location, then close it in task manager and then delete where you opened location.
I usually dont use amd programs, only drivers.

CS:GO uses bandwith as needed, but that amd user experience shouldnt do that.
