CS:GO stuttering fps drops and freezing, Please help me guys

hi guys , i'm suffering from fps drops and stuttering in games menus especially in counter strike global offensive , for unknown reason.
for example, in csgo i'm suffering from fps drops and stuttering also video+audio freezing especially in menus.
things i've tried to do :
1) reinstalling windows 10
2) re-applying thermal paste on my cpu
3) reinstalling csgo
4)checking for errors in my sata drives .
5) reinstalling new gpu drivers

so i think i've tried almost everything !! , and nothing solved the problem. i just cant take it anymore , i mean its not a budget pc , i've paid enough for this pc to get a fancy experience without of any issues , but what i'm actually getting in return is a new problem every month ...
my rig specs:
cpu: Intel core i5 4690k
motherboard: Gigabyte z97x gaming 7
gpu: AMD r9 290x 4gb (Sapphire tri-x)
Ram: G.skill 2x4gb 1866 Mhz
psu: Corsair cx750m (750watts)
Hard Drive: western digital 1tb 7200rpm caviar black
ssd: Samsung Evo 850 250gb

i believe my specs are more than enough to get a great experience in games , but unfortunately i'm not 🙁
so please guys do ur best to help me , i really need ur help even small opinions might help .

i've done alot of malware searching , and nothing found , also my drivers are the latest drivers , i have reinstalled them several times , its not fps problem at all , the gpu is giving me the fps i want , but there is something else that is ruining it. and making lags and stuttering , i also wanted to tell you that i feel that this freezing is also happening in my whole pc ,for example while opening files , browsing in the internet and entering websites , i can really feel the little freeze then suddenly the website enters , and the file opens , so it must be a wayyyyy far from the gpu .
 
are you sure its not the cpu ?? , cause i'm most likely feeling it is the cpu
anyway , this is a video that i've uploaded , sorry for not viewing fps , i just don't know why it doesn't show up in my recorded gameplys even if i'm running the fps monitor.

in the game menus once i click on inventory or something else the fps drops from 119 to 30-60 with audio freezing and lagging
in the actual gameplay once i click on escape button and the menu opens the fps drops from 300 to 130 and sometimes to 50 , with audio freezing and lagging , and sometimes i'm facing stuttering + fps drops when walking in the map without of opening menus or something else
 
i did windows memory test , and found no errors or issues at all , also i've done windows diskcheck on my both HDD and SSD , and found to problems or errors at all , so i actually don't think its the drives or the ram
 
i also have something to tell you that might help , i've been monitoring the cpu usage , and at the moment the game freezing when i open the menus by pressing escape button the CPU usage goes down, then rises after the freeze goes , so might it be the cpu now ? or no way ?
 


CPU utilization isn't generally an indicator of CPU health when the CPU utilization drops it means it isn't doing work meaning it isn't being sent a task. This could be a game read issue or a RAM issue. That being said there could be some inherent instability. are you running an overclock?
 
no i'm not , and i will never try , this might help you , but a while ago i had hard drive issue , the usage of it was raising up to 100 while on idle ! , the only solution that i had to do was to get an ssd and put windows on the ssd , keep the games on the hdd , but i think i'm not facing that problem anymore .
 
thats really weird , both the HDD and the SSD usage is arount 0-2% so they are definitely not the problem , what remains is , Ram ??? i believe ?

if its ram , i would go tomorrow and borrow my friends' Hyperx chips and test them , i'l keep you updated m8 , thanks for standing by me and helping 😀
