Question CS2 / CSGO stutters

Hi,

Built new PC, all parts are new.

CPU: Intel i5 13600k
CPU AIO cooler: Gigabyte waterforce x240
MB: Gigabyte Z790 Gaming X AX
GPU: Gigabyte RTX 4060
RAM: 32 GB DDR5 6000 MHz (Dual Channel)
SSD: Kingston FURY Renegade 1 TB M.2
PSU: Gigabyte GP-UD850GM 850 W for future upgrades
WIN11 home
BIOS F9 latest version

Installed only CS2, Discord, Steam and drivers (all are up to date).
CPU/GPU temperatures are fine while gaming.

What I tried so far: used other motherboard + ryzen cpu, other ram, other ssd, other router and many assets with internet - nothing helped so it seems like it is not hardware and internet issue.
Tried to reinstall windows, edit power plan, used many launch options for CS2 , nothing helped as well...
Tried to play Last of us, Metro 2033 - no stutters there.. Only in CS2.

May be somebody could help and knows what could be issue?

This doesn't say anything apart from the advertised wattage of the unit. What is the make and model of the unit?

BIOS up to date as well.
What BIOS version are you currently on?

reinstall windows
Where did you source the installer for the OS?

Installed only CS2, Discord, Steam and drivers (all are up to date).
If you let the OS download and install all drivers necessary for your platform, I'd advise using DDU, rewove all GPU drivers(Intel, AMD and Nvidia) then manually reinstall with the latest GPU driver sourced from Nvidia's support site, in an elevated command, i.e, Right click installer>Run as Administrator.

made an edit in my first post
source of installer the os is USB. Windows downloaded from official site and activated as well.

GPU driver was installed from nvidia's support site.
 
Stuttering is usually caused by a temporary lack of a critical resource.
Usually cpu.
My guess is that an app such as discord or chrome thinks it should get higher priority than your games.

Since the issue is only with CS2, perhaps there is a game patch.
Go to the CS2 forums and see if there are game settings you should use
