CSGO 144hz Problem

Hey guys I have a problem with my monitor/game (i dont know which one). So whenever I start CSGO, I can get 144hz ezpz at 16:9 res. However, when I try to switch to 1024x768, the monitor blacks out. But when I alt-tab out of csgo, and change my desktop res to 1024x768@144hz, and go back to csgo, it works fine. So the problem is, when I put -freq 144 in launch command, the desktop does not force a 144hz which causes the black screen. Any way I can make the desktop res switch to 144hz when I start CSGO? I don't want to have to change it all the time to make it work.
 
Image Ratio can replicate several aspects and screen sizes from 17-inch 4:3 up to the full 24-inch 16:9 image on such gaming monitors.! for example with Benq you can, interchange instantly between different screen sizes , from 17" (4:3), 19" (4:3), 19"W (16:10), 21.5"W (16:9), 22"W (16:10), 23"W (16:9), 23.6"W (16:9), 24"W (16:9) to 27"W(16:9), using the Display Mode! have you tried that?

The problem is I cannot start the game in 1024x768 resolution. And when I start at a 16:9 res, although I do get 144hz, I cannot scale the image (the options are greyed). I can only scale a 4:3 res.
