CSGO In game Micro-Stutters @200+fps (SOLVED)

Hi, I'm quite new poster to the forums, but have browsed for years and am amazed how useful other questions can be (but for this I feel I may need my own).

I am an avid counter strike:GO player, I have been playing on my current setup for many months now until recently I was struck with annoying mico-stutters whenever I'm playing. I don't even play on high settings (inorder to get maximum fps)! I feel that a system of my spec should not be facing these issues and would like a bit of help.

My specs:

I5 2500k @ 3.30GHz (recently overclocked to 4.2 with the addition of water-cooling)

16GB Dual-Channel Vengence DDR3 @ 824MHz

ASUS P8Z68 DELUXE

4095MB (PNY) GeForce GTX 970

1863GB Seagate ST2000DM001-1CH164 ATA Device (SATA)

298GB Western Digital WDC WD3200AAJS-00L7A0 ATA Device (SATA)

(I will point out that the overclock and the watercooling were attempts to FIX this problem and were implemented after the problem began to occur.)

I have been battling this problem for months now to no prevail, some days it's better than others.. It depends.

My latest theory is that the two western digital drives are very old and may be some kind of causing factor. Due to this I have purchased a Sandisk PLUS 120gb ssd to use as a boot drive AND to launch cs:go..

EDIT: My CS:GO was originally installed to one of the western digital drives, I uninstalled it and re-installed it to my newer Segate and the problem still persisted. (But windows is installed to one of the western digital drives)

I'll be upgrading to windows 8.1 from 7 and completely formatting all of the drives (as this hasn't happened in a few years)

Any suggestions would be much appreciated!

Hi, thanks for your speedy reply! I had thought about that also, however I figured that if the problem was recordable then it can't just be a cable issue.
 
After reviewing my own footage multiple times i realised that it can't actually be a hardware issue (it doesn't seem to freeze as I thought). I have discovered it was in fact a network issue (the virgin media guy didn't properly screw in the cable to my router when he came a couple of months back).

Sorry for wasting anyone's time!

But for anyone reading this, don't be like me! Check your network also (or test to see if the same results occur in single player games)
