Question CSGO low frames on high end pc

Hi there,
A couple of days ago I realized while I was playing CSGO that my fps was dipping real hard. Which was weird because I turn Vsync on and don't ever have a problem with it.
This happend the same day that I downloaded an old game from 2007 using a different DirectX. I've tried downloading DirectX 12 again, but no luck, I've tried reinstalling my graphics card drivers, and I've watched multiple videos trying to fix fps issues that had no luck. This is strange because I dont really notice any fps issues in any other games. I would really appreciate if someone can help me with this.

My specs:
Ryzen 7 2700 3.2 Ghz
RTX 2070 OC 8GB
16gb DDR4 3200Mhz
Corsair H100i cooler
Samsung 970 evo plus 500gb ssd
ASUS ROG STRIX B450-F motherboard

and how low is this fps?

When I turned Vsync off, I could be at 200 frames and all of a sudden im at 90. Or on deathmatches I cant get over 150fps, but most of the time it would be at like 100.

check cpu/gpu temp and usage during the game?
ram/ssd/hdd usage?
malware scan the system?

I have tried all of those aswell.
My cpu temps dont go above 41
And my gpu temps hover around 55
