CSGO low gpu and cpu usage

I just baught myself an i7 8086k and a 1080 ti with a z370-f mobo a 750W bequiet platinum power supply cpu is water cooled and ram is 16gbs or corsair vengance running 3600mhz. So the problem i have is my stuff performes good in 3d mark farely well in cinebench and above average in userbenchmark .And for example its runs pubg everything high at 150-190 fps which is beasty compared to the fps of my friends which have a for example an 1080 and an i7 7700k. Now my problem is in csgo which is my main game i dont get as much fps as them and i also dont have much cpu and gpu utilisation. So i run around with 300(1%) and like avg 400 with highs to 500. Now others would say thats good but. Compared to others with the same stuff its not as good. Is there like any way to increase my cpu and gpu usage.(btw my cpu is running at 1.2Vcore and 4600 mhz all core. Also its not clocking down neither is my gpu(i thought that was initialy the problem but i put it via msi afterburner on a constant speed lennimaushd

Also cpu temps are good(max 69c when benchmarking, and 58 when playing cs) gpu is basicaly 35c at all times except when benchmarking or playing pubg. Also i tried so much stuff f.e Clean installing windows/ flashing bios setting high performance in windows in nvidia and also my cpu and gpu usuage looks like this except the gpu is a bit high its more like 40% max https://www.youtube.com/watch?v=JUaozh9GZ3I&t=35s

Your 8086k is a well binned processor that should easily reach 5.0 or higher when overclocked.
You will likely need more than 1.2 vcore.

Your cpu will be loafing and not using all of the available threads, so do not be disappointed about that.
