CSGO Major FPS drop since reverting to Windows 8

Hi, My name is Jack.
I have recently come across a major problem
My PC, since i did a factory reset. has bogged down on my Frames per second on Counter-Strike Global Offensive, and seeing as i am mainly a CSGO player it has affected my performance in game
I have placed all of the launch options i had before into steam, changed the resolution to the same as it was at 1024x768 Black bars (I dont see the point of Native at 1080p) and had the same settings at all low apart from Shadow Detail, and for the final note, i have cleaned my laptop out fairly recently and fixed a fan issue i had before, now i know the specifications aren't great, but they are fine for what i use them for
Specs;
AMD A8-4500M Quad-core @ 1.90GHz standard clock speed
16gb DDR3 memory, unfortunately don't know what speed.
Intergrated AMD Radeon 7640g graphics chip overclocked slightly to 900MHz instead of 654
1TB Hard drive, Dont know the speed of that either :/

My monitor - Samsung TD390 60Hz 24'' Monitor - Base resolution of 1920 x 1080

I used to run the game around 75+ FPS which was playable before the factory reset, now i get around 40 FPS and is unplayable to me as i am used to 60+

If anybody knows the reason why, please reply

P.S To add onto this, i have updated and reinstalled all of the same drivers i had before and this problem happened.

Temperatures do not exceed around 50 because of a custom cooler i use, I forgot to put in there i rarely overclock my GPU due to it not making much difference at all
