I've had this issue forever and chucked it as a driver issue. I recently reinstalled windows and it's still doing the same thing.. so i now realize it's a hardware issue (unless one of you think otherwise, i'm not very good with pc's).
The stuttering is VERY noticable and makes the game pretty much unplayable for me. The fps does not drop, however. It stays 300+, sometimes high 200's.
I need help diagnosing my problem and what is causing the issue, because to be honest i don't even know where to start. Thank you in advance

Edit: I just noticed my fps nearly cuts in half when i move my mouse (goes from 500 uncapped on an offline server to high 200's) but it doesnt feel like 200, it feels awful. When i move around with my keyboard i notice no stutter but as soon as i look around with my mouse it feels very laggy and i notice screen tear.
