Ok, first of all, I know what you're thinking.
How, and why are you playing csgo on this [redacted]?

Yeah, I know, it's bad, but it somewhat works.
I get 50 fps average on csgo on the lowest settings with the -d3d9x launch option, and with cl_forcepreload off (I was told that it actually makes it worse)
Specs of the PC:
1.4 GHz Core i5 (I don't know which i5 it is)
turbo boost up to 2.7 GHz
500 GB 5400 rpm hard drive (Is this why I can't load cache in time?)
4 GB of LPDDR3 - 1600
intel HD graphics 5000

My CSGO settings
640 x 480
all low settings

Does anyone have suggestions (Other than getting a new PC, cause i'm already working on that) to make CSGO run better than it already is?

You actually know where you stand regarding the performance of the system and the output in terms of visual fidelity with respect to CS:GO and the hardware you have. I'll just reiterate it, you're not going to be able to get much out of it even if you overhauled the entire system.

You're best off repurposing the Mac Mini for something else, other than gaming.
