CSGO ping problem

Hello. Recently i reinstalled my windows 10, and since that my ping goes up to 180 for 0,5 sec-1 sec then goes back down to 40. I get that ping randomly and sometimes when encountering other players. Help pls

actually there is one more thing i thought of for this problem this program called net-limiter 4 it has a free trial and it really helped me with my ping
😉 if you look around you can even pirate the program and have it for free like me
