CSGO running extremely slow after windows reinstall

So everyone, I reinstalled windows 10 a few days back for no possible reason. Before that I used to get 200+ FPS in Counter-Strike Global Offensive. But after the reinstall I am getting 70 FPS only. I tried many methods like setting GPU to high performance and adding launch options to csgo but none of them seemed to work. I was able to stream properly before without any issues but now when I stream, the stream turns out to be super laggy. I believe this is related to processor issues after reinstall.

Specs:
CPU- Intel i7 7700HQ 2.8Ghz Turbo boost to 3.8Ghz
GPU- Nvidia GTX1050M 4GB GDDR5
Ram- 8GB DDR4( don't know name of ram or anything)
HDD- 1TB 7200RPM

It's an ASUS ROG Strix GL553VD gaming laptop.

Can someone help me out please. I can provide more info if needed. I also tried out various solutions from threads but none of them worked.

Adding to this- I had updated all my drivers once I reinstalled windows too.
Also I had changed the bios properties a bit. I turned on legacy boot for booting usb. I will try restoring it back to default and will post the effects then.

Putting bios back to default didn't help either. Will try reinstalling windows now.
