[SOLVED] CSGO Stuttering

Hello,
a month ago i built a new gaming pc and i've been playing csgo for some time. I have like 200-300 fps on max settings and it just doesnt feel like 100% smooth, and for some reason it bothers me kinda..And i can't understand why it isn't capped to 300.. Any suggestions?
The temps are OK, i've GPU and CPU stressed the parts, normal temperatures, no issues with them..

AMD Ryzen 9 3900X ,
PowerColor Radeon RX 5700 XT 8 GB 256-Bit GDDR6,
MSI MPG X570 GAMING PLUS ATX AM4,
G.Skill Trident Z RGB 16 GB DDR4-3200 Memory,
Intel 660p Series 2.048 TB M.2-2280 NVME SSD,
Corsair RMx (2018) 750 W 80+ Gold Certified Fully Modular ATX PS,
,Acer - XF270H 27" LED FHD FreeSync 144 Hz.
 
Solution

This will show you where the settings are for processor power management under advanced settings. Expand processor power management to see min/max options. What the window looks like is the 3rd last screenshot.

Try 10%, then 20%. See how you go. You'll have Ryzen balance or Window's balance to choose. Try both but modify minimum state for which ever you use.
Toggle enhanced sync in Adrenaline, try on/off and other sync types.

Ideally you want fps in Freesync range, no more than 144fps otherwise there is potential for unsynchronized frames causing micro jitters. Cap fps to 143 in csgo or use vsync.

It was on, then i tried it off. Capped fps to 144, but it kept dropping to 100.. The only thing that "worked" was using - threads 32 , but csgo cant run that much XD. The fps was capped to 300, without a single drop, but the game couldnt handle it, tried 4-6-8-12 no success.

Perhaps look for best Adrenaline settings for csgo, might be a setting there it doesn't like.

Regarding your cpu, i guess it's possible with so many threads, even if csgo really only uses two, is it goes to sleep. What power plan have you got going? Maybe try Ryzen/Win balanced and a minimum processor state of 10%, work your way up. Try this instead of high performance.
 
What do you mean "the game couldn't handle it"? Bandwidth limitations?
It cant handle that many threads.

Thats what i was thinking that the cores are not being used fully. Can you explain the ryzen win balanced/min processor state? Is that in the power option or?
