Question CSM keeps disabling itself

I pretty much rebuilt my system with all new parts except the graphics card, case, and power. I don't receive video output from either the gpu or onboard video. BUT when I plug in a display port from my gpu to motherboard and then use the onboard video it works. I tried disabling onboard video and it just makes it so I have no display.

I fixed the issue, but not completely. I was using a riser cable and the cable was interfering with the display. I took it out and it works fine. But now I can't load into Windows 11. I keep turning CSM on but after a restart it resets everything back to how it was.
