ctrl alt del increases cpu usage to 99

It's fairly typical to see this kind of very brief CPU spike when opening just about any app or interface dialog. It's usually only momentary. Are you noticing long lasting lag from this? You might try restarting your computer periodically. This can also be related to a large load on your physical memory from having numerous youtube tabs open in your browser for example, or other memory intensive apps because your computer has to shuffle things around in memory to allow for new apps to open, etc.

As a side note, if you're just trying to get to the Windows Task Manager, a shortcut is Ctrl + Shift + Esc. Hope this helps. Cheers! :)
