That's how XP works. If you want to change user account
data, open the control panel/user accounts.

Open the Help and Support Center and search for the article entitled: Turn
the Welcome screen on or off.

Hi,

Control Panel/Users, "change the way users log on and log off" and disable
the Welcome screen logon. This will give you a) a Win2000-style logon screen
and b) the options screen you are seeking when you hit ctrl+alt+delete.
