Question Cuda 2TB hdd, partitioned and seeing ~500mb only?

Built a rig for a friend, new rig. OS and apps on separate m.2 Initially, win 10 cannot see the cuda hdd. Finally working on disk management, win 10 finally sees the hdd but only the partitioned 500mb. There rest is not recognized.

Why did it partition and why cant the rest of the hdd be recognized?

What can you see in device Manager > Populate ?
