Cumulative updates failing, regardless of update number

Hello all, long time listener first time caller....

I am in a conundrum. I have read a great deal of threads and am understanding that many are having issues with the Windows 10 cumulative updates. I disabled mine for the time being, however with the recent security concerns with ransomware I wanted to try and update.

Any suggestions on how to get these to work? Both KB4015583 and KB4016871 aren't installing, but an update in the middle did install as well as the flash player update.

You can go to the Windows Update catalog via Internet Explorer, download the KB4016871 and manually install it

I did try a manual install, to no avail. It treated it the same way, the only difference was that I was the one downloading and running the executable instead of the auto-update.
