If I create a constant effect enchantment that cures poison or cures
paralysis, will this make me effectively immune to poison or paralysis?
That is, will the item constantly be checking if I am poisoned or paralyzed,
and remove the effect immediately?

You will not be able to create a constant effect cure paralysis item
with the items available in the game. And you can not use any items if
you are paralyzed. The only thing you can do is drink potions. So if
you get paralyzed just open your inventory, quaff a quick cure paralysis
potion and maybe a healing or two and continue the battle.
I haven't tried to create a constant effect cure poison spell so don't
know if that is possible in the game or not. It was far easier to carry
a few potions or spells and leave the magic items for the really
important stuff.

No items in the official game can contain that much enchantment... so if you
really want such an effect, you'll have to mod it - either create the items
directly, or increase the enchantment value factor.
