OK, so I just got this Sansui 19 inch HDTV as a monitor, I was wondering if there was anyway possible to watch TV while using it as my computer monitor?

Sure, use PiP if you have it. You can also get a TV tuner for the computer, or if you have Media Center, you can stream internet TV on there.

No Internet TV even though I live in the U.S odd, so if I don't have PiP I cannot use the Tuner inside the TV? Like there is no way for windows 7 to detect the tuner inside it? The only TV tuner card I have at the moment is PCI and I am currently forced to use a PCI sound card. The other PCI port is covered by my graphics card which is quite large.

The TV is just a monitor to your computer, nothing installed on it, unless designed to do so like maybe if it had a hard drive for media, will be visible to the PC.

With what you have you will need to swap inputs to go to TV from PC viewing. There are USB tuners also you can get.
