This question is confusing to ask. But I have a 6400 and am upgrading to 1600x... The socket types are different. So do I have to restore my computer before swapping? and my second question is can I somehow swap my windows 10 over to the new cpu or do I just have to outright buy it again?

You don't have to do anything to your current computer before swapping. I do also recommend backing up anything important, although you should have been doing this anyways. If you link your Windows then you just do a fresh install after the swap, as if you were setting up a new computer.

Depending on the motherboard types, ATX/mATX/etc, the actual swapping should be straightforward. It can be tedious disconnecting things then reconnecting them but it's not difficult.
