Werewolf gives only more AR and a tiny higher attack speed at higher
levels. As attack speed in shifted form depends mainly on weapon speed,
the IAS from Werewolf is more or less useless _unless_ you are able to
gain the next IAS breakpoint. Look at the weapon speed calculator for

Max feral rage looks good on paper, but it can be a bit hard to keep it
running all the time. Remember you need to load it up with 20 hits at
slvl 20 to get the full 88% life leech. Once it runs out, you have to
start from scratch again.
Max Oak and Lycanthropy - no need to discuss the usefullness in HC.
For the merc, I really would recommend either Holy Freeze or Defiance,
preferably the last one. Why? The Might guy increases the numbers on
your char screen, right. But not too much, as slvl Fury adds already
423%. With Defiance, you get hit less often, which means less lost
frames being stuck in hit recovery, which means more damage over time.
As a Werewolf gets no boost to defense rating from skills, he can fully
benefit from the defiance aura. It only makes sense if you can get a
decent defense rating from equipment though (around 2k without defiance,
not too hard to get with a Duress or Stone or even Smoke elite armor).

Their is only one reason to use a shield for a Werewolf: resists. The
block recovery is rather slow for druids, and you won't (and shouldn't)
have enough dex to bring up the block rate high enough to be usefull.
Unless you are in big troubles to bring up the resists to at least 50%
in Hell mode (I highly recommend max resists), go for a two handed weapon.
