cursor circle keeps spinning

As the title says, the circle thingy at the cursor keeps spinning as if something is loading, and I can't seem to fix it.
I tried restarting the computer but it still persists and really bugs me out, cause it probably means some program is loading in the background and crashing, causing perfomance issues.
Can someone tell me how to find out what is causing the circle to spin endlessly?

Bring up the task manager and check out what is using the most memory, cpu, or HDD. Have you installed anything new lately? Try disabling some unnecessary startup programs.

No I haven't, and I have checked msconfig for any unnecessary startup programs but I didnt't find any.
I even ran a disk check wich did find problems and it repaired the issues at reboot but the circle is still spinning.

Try temporarily disabling your antivirus. Sounds like some program is trying to update itself.
