Custom cpu heat sink

when building a rig I was wondering if I stackeck a second fan on top of the stock heatsink fan would it decrease the temps shown any. Stock am3+ fan with cooling block. 40mm fan stock and I want to mount a 40mm directly on topn flowing in the same direction

Better to spend $35 on a good tower cooler with a 120mm fan.
It will cool better and be quieter.
a 40mm fan needs to run at very high RPM to move any significant air volume.
Can't hurt, try it if you have one, but otherwise don't waste your money.
Those coolers are loud. Adding a second fan, with additional vibration and wind turbulence would make that worse. Might it be cooler? Probably. A 120mm or 140mm fan blowing on the heat sink would have similar effect with much less noise. Even upgrading the case fan nearest the cooler so that more outside air is pulled across the cooler would be a better answer.
