custom fan curve not working (Titan X Pascal)

i've set a fan curve in AfterBurner so the fan stops spinning under 40 degrees
My GPU is currently sitting at 35 degrees but the fan is still spinning. What's wrong ?

Previously i was using same configuration with 980 and it was working. But since i upgraded to Titan Xp, the fan curve doesn't seems to be applied

perhaps it doesnt allow zero fan rpm?

guess its a hotter running card so maybe the bios wont allow it?
