assuming this is strictly for gaming only;
- save for a small handful of games like Starcraft 2 & Crysis 3, that extreme i7 isn't going to perform any different than a mainstream i7 or even an i5 in most other games. when there is a difference, it's small; http://www.techspot.com/review/642-crysis-3-performance/page6.html

- only reason to gun for a IB-E build is if you're planning to game at 4K res via SLI-ing more than two 780ti's. then again, an i5 + R9 295X2 can do that job within your budget.

- still no good reason to get 16GB worth of ram for gaming. speed may matter more than capacity if the increasing native memory speed support in each new gen of motherboards and the upcoming DDR4 is any indication. and no, quad channel memory don't exactly help with game performance.

- Velociraptor HDDs are a waste of money. they're more likely to fail due to said high speed rotations. you want fast boot/load times; you get an SSD, preferably one with M.2 or SATA Express connectors (which i didn't put in, fyi). you want storage space; get a regular 1-2TB HDD, better yet, get a WD Green; saves energy costs & less likely to succumb to wear & tear in a set period of time.

-for $200, i'd imagine that case comes with a brimful of fans already. checking their site 3x200mm + 1x140mm sounds like enough fans for the time being.
