My budget for the PC Build is SGD 1000
I would like to play games like BF4 on Ultra settings if possible :/
I would like to get a Window 8.1 but I saw this Windows 8.1 Pro Student
The great features of Windows 8.1, plus easy connections to school networks and data encryption.

Important: Windows 8.1 full version is for Windows 7 users only.

Does it meant I have to get Windows 7 in order to use Windows 8.1 Pro Student?

I would contact Microsoft and ask them if there is a Full Version of Windows 8.1 Pro Student. If there is, you don't need any previous version of Windows for that.

I would recommend windows 7 64bit (IMO windows 8 is useless unless you have a touch screen) they only sell OEM versions now which isn't a big deal just means you can only get it for one PC

do you have a preferred Intel or AMD or does it not matter?

this build was put together with a budget in mind your total including shipping would be $608.91 USD before rebates which is around 774.64 SGD so that gives you some room to play around with stuff I hope this helps also I chose a FM2 socket because they are cheaper than the AM3 sockets but as I said since it is under your budget it gives you room to play around
