[SOLVED] Custom PC, system wont boot no fans spinning everything plugged in

Helping a friend build there PC. I've built a handful about 4 or so, and I've never experienced this issue. Got the whole thing built everything plugged in, I've double and tripled checked. Click power button no fan will spin, including CPU fan

System is
R5 3600
X570 Gaming X(gigabyte)
16gb corsair vengeance LPX black
Gigabyte RTX 2060 gaming OC pro 6gb
EVGA 650 G+ supernova
240gb SSD
2TB HDD everything is brand new
Case is Exlipse P350X if that matters

Just tested it, it works, think motherboard got shorted?

It could be. If disconnecting the CPU 8 pin power cable and starting the board, do case fans spin?
