Custom PC Turns on for 30sec Then Turns Off, Orange Light on Motherboard

When I try to boot the PC up it turns on, an orange light appears on the motherboard, and no BIOS appears on the monitor. Also after about 15-30sec it turns itself off and then boots up again. Can anyone help me figure out what is wrong and how to fix it.
Intel I5-7600k
EVGA GeForce GTX 1050ti 4gb
Corsair Vengeance LPX 16gb (2x8gb) RAM
Gigabyte B250M-DS3H
EVGA 700BR 80+ Bronze
Cooler Master Hyper T2
(All parts are brand new)

clear cmos, and then try with one memory stick in the right slot (see manual)

if you're able to get into bios at all, try turning off xmp
