I just finished building my custom pc and I have it all plugged in and everything but when I power it on nothing happens. It's not the power outlets because I've tested them and they work. same goes for the power strip. I don't know what to do.
CPU: AMD Ryzen 5 3600x
GPU: GTX 1060
RAM: Corsair Vengeance LPX 16GB (2)
HDD: WD Blue 1 TB
Motherboard: MSI x570 a pro
SSD: ADATA. SU635 240GB
PSU: Replace Power 775W

I’d start with the power supply unit.

My estimated wattage is 320W and my psu is twice that. Should I get a new psu?
Is not the power output that's concerning.
Your PSU suggests by it's name to replace it.

It's an unknown brand that I've personally never heard anything about.
The quality is really dodgy on that it seems... I'm expecting it to be a really really low quality unit(junk/garbage tier).

Since, nothing happens when you the first thing you should look at is the PSU as the above comment said.

Just Replace Power that immediately out of your system... looks outright dangerous and only useful if you want to start a fire.

You won't need more than a 550W great quality PSU for your system.
As a recommendation Corsair CX(2017) is a nice budget series of PSUs.
