Custom Throttle Fan Speeds of HD4870s

The speed control algorithm written into the driver from ATI let's the cards get very hot. Is there a way to modify the percentage to temperature ratio? Is there a third party program that would allow me more flexibility? I am fine with manually controlling the fans, but I just forget sometimes.
