Cut line motherboard

First off I want to thank everyone for the most helpful tech forum I have ever come across! Usually I can find a thread for any problem but this time I can't. The problem I have is I just got a new Asrock z 68 gen 3 motherboard with the power button built in. I put everything together and it refused to turn on, I hear a little subtle sound for a second but besides that nothing. I decided to try the motherboard by hooking up the 24pin power wire, 8 pin and cpu fan...it still did the same thing. I laid it on cardboard. I was looking at the wiring underneath and near one of the holes for the cpu fan/heatsink on the underside of the board one of the wires seem to be crushed probably for when I tightened the fan to the motherboard. I can post a pic if needed! Would this cause the motherboard to not turn on at all? I use my old motherboard to test power supply and the standby green light is green..also I did the paperclip test and it turns on all my fans and lights so it's not the psu. Thanks for any help!!!
 

if the wire (power supply or case) has been pinched if the wire shielding/wrap is not damaged or split it should be fine. i would check to see if the i
o shield is ground out the new mb.if your using an ib cpu and not a sb chip you need to flash the bios on the new mb before an ib cpu will post.
