Cutting mat, is it static resistant?

I'm replacing the stock cpu cooler on my system, and as such I understand that the work space should be as static free as possible. I was thinking of putting my x-acto PVC self healing cutting mat on my dining table, to protect it, and resting my case on it while working on it. I do have a anti-static wrist band, but want to make sure that by using the cutting mat as a work space I am not creating any additional risk of static shock.

Is this a good idea or not?

I would not worry much about the table you use.
Canned Grounding Rant-
shut down system and remove side panel. with the power cable plugged into the PSU and the wall touch a bare unpainted metal area of the case. (my favorite spot is an unpainted screw securing the PSU) once you have grounded yourself you can unplug the computers power cable from the PSU and can touch the system.
if you move your feet, or shuffle in your chair, plug in the cord, reground yourself and unplug again.
