No not really that's an old CPU, the Ram is okay, The video card is not powerful enough, if you want a budget PC I can suggest one for you.

sorry I can't take it down even more, but this can play most games at low to medium settings, you can even get higher FPS if you turn down resolution to 720P

Update:
just checked this will run Crysis 3 at high settings and 1080P and will run the Division also on 1080P at low to medium settings, so it looks like I underestimated this rig

No purpose. The motherboard is useless, the CPU is useless, the power supply is useless, and the Windows 8.1 license goes away if you replace the motherboard. That leaves you spending $150 for a mediocre OEM ITX case, a small hard drive, a $15 DVD drive and $20 worth of RAM.
