Question Cyberpunk 2077 low fps with 3060 ti and i7 10700 after the patch

I recently moved to a new city so I transported my PC. (removed gpu ofc then reinstalled) But since then, my fps is half of what I get normally. I would get 100 fps average with Ultra settings and DLSS Quality. But now I am only getting 30 to 40 fps. I did the 2.0 update and updated my GPU drivers. Also, my GPU usage is around %98 but temp is too low for cyberpunk. Normally it would at least be 75-80 degrees but now, both the gpu and cpu are 60 degrees locked. I don't know what is causing it.

With a Google search it's looks like it's not just you.

Strangely for me the Gpu usage is about the same on the same quality settings after phantom liberty, however Cpu usage has sky rocketed, i assume you must be running off an SSD, worth checking that geforce now hasn't auto configured settings, also try turning off NV reflex, just seeing high Gpu usage does not mean its fully utilizing the card as it may be running at a much lower frequency, you Cpu is much stronger than mine so i doubt its bottlenecking. are you running dual channel ram?
